ISA 2000 represents a departure from the usual approach to managing health and safety. Its starting point is not legislation but good management practice. The rationale for this is simple - occupational health and safety legislation is invariably based on good practice, but not all good practice is enshrined in legislation. Logically, therefore, using good practice as the starting point should result in a more comprehensive and effective control system which automatically ensures compliance with the law - and this is what ISA 2000 provides. It also provides an extremely useful mechanism for complying with the new OH&S standard for BSI - OHSAS 1800l.

The system contains a set of initiatives, comprising 233 individual elements, which cover the entire spectrum of occupational health and safety. These are laid out in a formal structure that facilitates the building of the system and auditing it later on. This volume (Volume 2) is intended for those who have already set up a basic health and safety management system but who need to expand it, either for reasons of good management or because of the specific legal requirements of their particular industry sector. Volume 1 contains those elements that should be implemented as part of the health and safety management system of any company in any industry sector and can be used easily in conjunction with this volume. The elements are described in detail, with practical advice on how they can be implemented, together with samples of procedures, forms and checklists.

ISA 2000 is a practical approach to health and safety, enabling busy managers to organize effectively their existing efforts and ensuring that scarce resources are deployed in the most cost-effective manner.
